Petitioner |
| |
¡Û Any person who is a victim, sufferer, bereaved family member, or has a person who is a relative of one of the above.
- A person who is a relative includes the following: Spouse, blood relatives within a third cousinship, and
relatives within a cousinship under provisions of Article 777 of the Civil Act.
¡Û A person who has known specific facts regarding the investigation that has been carried out by the Commission.
- Defined as a person who experienced or witnessed past incidents for truth-finding or heard facts about the
incidents from a person who had experienced or witnessed it.
¡Ø If the person who has heard the facts or has experienced or witnessed the incident is
distinguished or survives, it shall be possible to investigate.

Method of Petition
¡Û In principle, any petition should be filed in written form, but under special circumstances, it is possible to file an oral
petition.
- To submit a petition, a petition form for truth-finding must be completed and submitted to a local government
entity (metropolitan city, district, county, and province) or to the Commission.

¡Û The petition shall be submitted to the Commission or any local government organization.

Class¨ç : Anti- Japanese movements before and during Japanese rule as well as just before Japanese Rule
Class¨è : History of Koreans residing abroad to protect the state's sovereignty and to enhance the nation¡¯s strength
from the time of Japanese rule to the enforcement date of this Act.
Class¨é : Civilian massacres occurring from August 15, 1945 to the Korean War
Class¨ê : Incidents ranging from August 15, 1945 to the end of the authoritarian regimes, including deaths/injury/
missing people incidents due to illegal acts such as disruption of constitutional order or unjust use
of public power, other significant human rights abuses, and allegations of manipulation.
Class¨ë : Terrorist acts, human rights abuses, massacres, and suspicious deaths by groups which opposed the
legitimacy of the Republic of Korea or were hostile to the Republic of Korea from August 15, 1945 to
the end of the authoritarian regimes.
Other Incidents: Incidents that are historically important and deemed necessary by the Commission for the investigation, as well as for the purpose of this Act under Article 3

¡Û To register a petition for truth-finding (Annexed 2: registration form)
¡Ø In the case of receipt by the Commission, it must be registered in the Annexed 5th form.
¡Û To issue a certificate of receipt of petition for truth-finding (Annexed 3: Certificates Form)
¡Û Any received petitions and a list of the receipt (Annexed 6: Application form) shall be transferred to the Commission
daily.

¡Û The petitioner may withdraw his/her petition before the initiation of the investigation or decision of rejection by the
Commission.
¡Û The petitioner shall submit a form of withdrawal of petition for truth-finding (Annexed 7: Application form)
