○ Appropriate measures to rectify the damage and honor of the victims and sufferers
※ Excludes cases where appropriate measures have already been taken by other Acts
○ Legal and political reconciliation involving the offenders of past incidents
○ Recommendation to reach a compromise between offenders, victims and bereaved families
○ Necessary measures to achieve national reconciliation and unity
○ Respect for the Commission’s decisions and recommendations

○ In the case of a criminal conviction, the Commission may recommend the President of the
Republic of Korea to grant a pardon and provide rehabilitation.
○ Remedy for aa offender confessing the complete truth during an investigation
- In the case an ongoing investigation or trial: No punishment or mitigation of punishment
- In the case of a conviction: Recommendation to grant a pardon and rehabilitation
